Is Allah the Most Merciful by Creating Hell?

A Question from Christian sister: Why Allah creates the hell if he is the Most Merciful? Does that mean by creating the hell, He is not being the Most Merciful?

This is a very good question. At first, I also wonder why Allah wants to put his creation into hell. However, after a discussion and refer to the Holy quran and Hadith then only I understand the concept of ‘Most Merciful’

First of all, you have to bear in mind that In Islam, every baby is born in the state of fitrah (natural state). That so called fitrah is Islam and sinless. Meaning that, eventhough the baby is born from non Muslim family, he is still sinless (from hadith) and Islam. So, if the baby died, he straightly go to paradise.

So set you your face towards the religion Hanif. Allah’s Fitrah with which he has created mankind. [Ar Rum 30:30]

When men grow up, Allah gives them free will (choices to do good or bad) which acquired from experience and knowledge.

Whatever of good reaches you, is from Allah, but whatever of evil befalls you, is from yourself [4:79]

With the mercy of Allah, He guides the people to do goods and avoid bad manners.

The good deed and the evil deed cannot be equal. Repel the evil with one which is better [41:34]

However, for those who do the bad things, Allah always gives them oppurtunity to ask for his forgiveness and Allah will forgive all sins except the sin of Shirk (to accept others except Allah as God)

Verily, Allah forgives not that partners should be set up with him, but He forgives except that to whom He wills; and whoever sets up partners with Allah, he has indeed invented a tremendous sin. [4:48]

The Mercy of Allah in accepting the sins commited by the mankind is also been told in many verses in Quran. Among them, includes Q39:53-54, Q 9:17, Q 11:190, Q2:128, Q4:64

I would like to share a story with you. If someone brokes into your house and rape your mother and sisters then the criminal get away without any punishment, how would you feel. You must be very angry and wants the criminal to get the punishment for what he’s doing. So, eventhough God is the ‘Most Merciful’, he still punish the wrong doers.

It is already mentioning in the Quran and through Muhammad’s teaching that Allah always warn the people to stay away from committing sins. So, he will never penalize man before giving a clear warning. He also gives many chances for Human to repent for the sins that they commit. Besides, in Islam the concept of sins and reward also shows the Mercy of Allah. If you just thinking about doing good deed but did not have the oppurtunities to do that, then there is already a rewards for you. But when you are thinking of doing mischief and did not yet doing it, then there’s no sins charges for you. And Allah will reward you every good deed that you perform even it’s a very small deed like throwing the rubbish into dustbin.

Surely! Allah wrongs not even of the weight of an atom, but if there is any good, He doubles it, and gives from him a great reward. [4:40]

So, Allah is not cruel at all. Yes, he indeed create hell as a place for punishment to the wrong doers. But, instead of just punishing them, He gives man guide to avoid it. Besides, the Quran stated that Allah always accepting repentance from mankind. And he already being the 'Most Merciful' by creating the man originally sinless and qualify for heaven. It is man's decision whether to do mischief after that and being put in hell or continue to believe in Allah and do goods then he will be rewarded heaven by Allah.
